ROA cancels March National Council and Leaders Conference

With careful consideration of guidance from the U.S. Centers for Disease Control and Prevention, and our own Health Services Committee, ROA’s Executive Committee considered the risks associated with the spread of the coronavirus and voted approval Friday for ROA President Col. Judi Davenport to cancel the March 14-17 National Council and Leaders Conference. 

The Executive Committee meeting that will decide the fiscal year 2021 ROA budget (programmed to be the association’s fourth budget in a row written in “black ink”) will be held by conference call, and will consider other matters as well.

Any member who wishes to attend in person is welcome; President Davenport plans to host the meeting from ROA’s Minuteman Memorial Headquarters Building. Details on the cancellation, registration refunds, and other considerations HERE.

ROA STARs Henry J. Reilly Scholarship Program for 2020-2021 Academic Year Now Open

Applications are due by April 16, 2020, at 11:59 PM Pacific Time Zone. The applicant portal link ishttps://aim.applyISTS.net/ROA/

In its fourth year, ROA will award up to twenty $2,500 scholarships to students pursuing courses of study leading to certificate, associate, bachelor, and graduate degrees.

Hazardous Duty Incentive Pay for Reservists

ROA’s legislative team has been hard at work with Congressional offices asking for proposed legislation that will ensure our servicemembers are being paid for their hazardous duty as their active duty counterpart.

Currently, National Guard and Reserve members are only paid 1/30th for each day they perform duty while active duty is paid a full month of pay regardless of how many days they perform duty.

ROA Resolution 18-16 Hazardous Duty-Aviation Career Incentive Pay supports this effort.  ROA is asking for all hazardous duty pay to be included.

Our work is starting to show results: we have two bills introduced this month that would raise RC HDIP.  ROA knows that it takes the same requirement to receive Hazardous Duty Incentive Pay no matter if your AC or RC.

All-volunteer force forum examines viability of the AVF

are also available and while the document does not include Department of Defense cuts there are cuts to equipment and programs in the DoD budget documents.

Will America get a Space National Guard?

ROA was recently quoted in an
article for Congressional Quarterly’s The Hill publication about DoD s report to Congress on the Space Force organizational plan.  ROA talked to the author, John Donnelly, because active duty is considering only having Reserve Component augmentees instead of transferring the existing National Guard and Reserve units.
New AT/ADT electronic Muster (eMuster)

A new Navy electronic Muster (eMuster) is automating the orders process for Reserve Sailor Annual Training (AT) and Active Duty Training (ADT). The eMuster capability replaces the manual workflow and paper signing process with mustering and workflow performed in Navy Standard Information Personnel System (NSIPS).

Congressional Schedule
During March, the House and Senate are both in session and will be holding hearings on the fiscal year 2021 DoD budget and proposed legislation for the National Defense Authorization Act.

ROA’s March on the Hill occurs in Washington DC on March 17, 2020, during the 2020 National Council and Leaders Conference.  If you will not attend the conference, we encourage you to meet with your Representative and Senator or staff in the local office.

National Grange stands with ROA on tax credits for employers of Reserve and Guard

The 150,000-member National Grange, America’s largest organization representing the people and civic groups of rural America, became the first non-military organization to stand with ROA in its drive to win tax credits for business-sector employers of the Reserve and National Guard.

“ROA is building a bow wave of community and industry support for such legislation,” said ROA’s executive director, Maj. Gen. Jeffrey Phillips.  “The National Grange exemplifies the virtues of American strength, patriotism, and community.  We are proud and deeply appreciative to have the National Grange’s support.”

The idea is to provide appropriate incentives to businesses contending with the challenges associated with RC deployments.  Without their support, our all-volunteer force – more than 40 percent of which is in the RC – is imperiled. A bill in the House of Representatives, H.R. 801, is gaining bipartisan support with ROA’s help.  Please contact your Representative and urge his or her support.

2019 NAVY RESERVE SAILOR OF THE YEAR FINALISTS

  1. It is with great pleasure that I announce the five finalists for the 2019 Navy Reserve Sailor of the Year. Aboard was conducted on 18 February 2020, where a panel of Master Chiefs reviewed 15 outstanding nomination packages. Competition was extremely close and all nominees should be proud of their superb records.

Uniform, berthing, and travel requirements will be provided by the POC via separate correspondence.

The Department of Defense has launched a new Financial Readiness website for servicemembers and their families.  It includes resources, education, and support for financial decisions you may be facing.

According to the website, “ — whether you’re just getting started learning about finances, interested in tweaking your current plan, or ready to jump in with both feet. Our goal is to foster a financially secure and mission-ready force with every military family living their best life today and in the future.”  You can also follow them on @DoDFINRED on Facebook, Twitter and Instagram and look for more on YouTube.
