Notice: Reserve Voice Changing

As part of the proposed FY 2020 budget, ROA is considering an enhancement in its communications with members. Included in this is the potential for Reserve Voice to be published once a month and complemented by print communications yet to be specified. We are striving to provide original ROA content in each issue, vs merely clips of RC news such as we see in the excellent daily SmartBrief. Look for opinion pieces and blog content, as well as the regular legislative content. We are making membership and legislation main sections of the RV. It will contain information you can use at the department and chapter level. We welcome member content contributions!

Department and Chapter Grassroots Efforts

Remember, February 18 is President’s Day.

Representatives and Senators will be in their district/state February 16-24 for recess. Here are proposed grassroots actions you could take:

  • Schedule a meeting with your Senators and Representatives.
  • If you cannot get an appointment, ask if your member of Congress is planning on holding a public meeting or event that you could attend. Wear your ROA red cap so you and your fellow ROA members can stand out in the crowd.
  • If you have not met with your Congress delegation or staff before, explain that ROA is a military service organization chartered by Congress. MORE HERE
  • Ask what the Representative’s or Senator’s priorities are for the coming year. See if there are any bills they have introduced that is supported by an ROA resolution.
  • Ask for an appointment in Washington D.C. for the March on the Hill event on March 18, 2019, when you attend the ROA 2019 National Council and Leaders Conference.

CALL TO ACTION! -- S-164 and H.R. 613 Tricare Reserve Improvement Act

The two bills are companion bipartisan bills that would allow National Guard and Reserve federal employees to purchase TRICARE Reserve Select for health care coverage.

Currently National Guard and Reserve technicians go in and out of their civilian and military health plans when they go on active duty orders. This causes disruptions to medical care in the form of different treatment strategies and prescriptions. They also have difficulty maintaining continuity of care when they change doctors or health care plans. This bill will allow technicians to participate in TRICARE Reserve Select and maintain the same provider by selecting a TRICARE-authorized provider.

A reserve commander recently said, “I'm bleeding ARTS [Air Reserve Technicians] as are other units for varying reasons. One of them is the health care options. My airline pilots and professional civilian workers in every industry make twice what the ARTS do; [they] have the ability to use TRICARE select option but my RESERVISTs that are also civilian employees on the part A side (ARTs) are not.” This legislation would allow commanders to use TRS as a recruiting tool for technicians.

Resolutions can be considered at the ROA 2019 National Council and Leaders Conference in March. Resolutions are due to ROA National Office in Washington, D.C. by MARCH 1, 2019. Resolutions must be submitted from the chapter to the department. Once approved by the department, they will submit the resolution to national.

House Armed Services Committee
House Armed Services Committee Chairman Adam Smith (D-WA) and House Armed Services Committee Ranking Member Mac Thornberry (R-TX) announced the Members selected to lead the Committee’s subcommittees in the 116th Congress. The HASC has not posted the names of the Congressional members appointed to the committee. Once that information is released, we will provide the names.

Grow membership Mentoring Program
Department of Pennsylvania is working with ROA’s executive director, Jeff Phillips, and Lt. Col. Milt Houghton, PhD, ROA Membership Committee chair, to pilot a ROA mentoring program that will enable ROA members (primarily serving reservists) to establish mentor relationships with ROA members of their mutual choice. Mentoring guidance is being put together to help establish the parameters of the program, but the effectiveness of mentorship will come from the commitment of the mentors and their protégés.

Improve strategic communications – Video Discussion
ROA hosted a live-streamed video cast on the new blended retirement system, with DoD and Securities and Exchange Commission guests, hosted by ROA’s executive director. The video includes a few minutes on the Library of Congress’ Veterans History project. It was posted on our Facebook page; so far, the post has garnered more than 8,300 views. We thank ROA Communications Committee member Lt. Cdr. Jen Franco for organizing the event. We’ll do more! VIEW HERE

Service Members Receive 10 Percent off Tax Preparation Services with H&R Block at the Exchange

DALLAS – To help navigate the first year of significant tax law changes, the Army & Air Force Exchange Service is teaming with H&R Block to offer tax preparation services to military members and their families at a 10 percent discount in select Exchange locations around the world.

“The Exchange takes every opportunity to make life a little easier for Warfighters and their families,” said Air Force Chief Master Sgt. Luis Reyes, the Exchange’s senior enlisted advisor. “These professionals are military experts and well-trained to assist with Exchange shoppers’ tax preparation needs.”

In addition to the discount, H&R Block at the Exchange is offering:

  • A free second-look tax review program in which H&R Block reviews last year’s returns to determine whether filers are entitled to additional money that was not claimed.
  • 100 percent accuracy guarantee in the event of an audit.
  • In the event of an error, H&R Block will pay the penalty and interest at no additional cost to the filer.
Some locations offer year-round access and support, while others will only offer services through the 2019 tax season ending April 15. Military shoppers can visit to locate their local H&R Block office or contact their local Exchange.
