Henry J. Reilly Scholarship Program for the
2018-19 Academic Year is Open

The Henry J. Reilly Scholarship Program for the 2018-19 Academic Year is now open. Applications are due by April 18, 2018, at 11:59 PM Pacific Time Zone.

In its second year within ROA’s program of revitalizing, for academic year 2017-2018, ROA will award up to twenty $2500 scholarships to students pursuing courses of study leading to certificate, associate, bachelor, and graduate degrees.

“We are excited to offer up to twice as many Henry J. Reilly scholarships this year as last,” said ROA’s President, retired USAF Lt. Col. Donald Stockton. “General Reilly prized education and one of ROA’s priorities is helping members with professional development and self-improvement. Pentagon's 'deploy-or-be-removed' policy takes effect

The Pentagon has released new policy guidance on retention of non-deployable service members, which could result in nearly 300,000 service members being kicked out of the military.

The new directive seeks to improve overall readiness and lethality of forces by reducing the number of service members who cannot be deployed overseas, according to Under Secretary of Defense for Personnel and Readiness Robert Wilkie, who testified before Congress on Wednesday.

"On any given day, about 13 to 14 percent of the force is medically unable to deploy -- that comes out to be around 286,000 service members," Wilkie told the Senate Armed Services Committee's personnel subcommittee on Wednesday.

“In addition to the number of active military personnel affected by this new policy, nearly 10-12 percent of the Reserve and National Guard are impacted as well,” said John Rothrock, director of legislative and military policy at ROA and a drilling Navy reservist. “That amounts to approximately 30,000 individuals across the RC that are not deployable. While this number may represent soldiers, sailors, airmen and marines who are not medically qualified due to simple issues such as a dental check-up or PHA, the number is quite significant.”

"The objective is to both reduce the number of non-deployable service members and improve personnel readiness across the force," Wilkie said in
a memorandum outlining the new policy.

The individual branches of the military have a deadline of Oct. 1 to begin separating non-deployable service members, but the Pentagon has said the services can start processing them immediately.

Military medical boards will review the status of soldiers who have been wounded, and the secretaries of the departments of the military have been authorized to issue waivers for service members who exceed the 12-month limit on non-deployability.

The policy includes exemptions for pregnancy, postpartum depression and related conditions, but also allows the branches of the military to separate members who are expected to be non-deployable for 12 consecutive months before the passage of 12 months.

"The situation we face today is really unlike anything that we have faced, certainly in the post-World War II era," Wilkie said. "We have to ensure, given the climate this country faces, that everyone who signs up can be deployed anywhere in the world."

Reserve Component Mobilizations — By the Numbers
(as of 27 February 2018 )

The Department of Defense publishes contingency activations of the Reserve Components on a weekly basis. When DoD considered stopping the contingency reporting earlier in 2017, ROA was instrumental in pressing DoD to keep it as a reporting requirement. This information is important because Congress uses this information to gauge how the Reserve Component is being used for operational missions which results in authorizations and appropriations.

Additionally, this report reminds the President and Congress that the Reserve Component is still being used for contingency activations despite years of drawdowns in Iraq and Afghanistan

Ga. Congressman: Have the National Guard Protect Our Schools

U.S. Congressman David Scott (D-GA) recently stated that public schools should be protected by the National Guard rather than arming schools teachers. Scott’s remarks were made during a congressional town hall meeting in his home district in the Atlanta suburbs while responding to a question on the recent school shooting in Florida.

The congressman took issue with President Donald Trump's suggestion that the answer to protecting schools was to arm teachers and school personnel.

"The wrong thing to do is to talk about putting guns in the hands of teachers. Their job is to teach. They shouldn't have this burden," Scott said. "My suggestion, which I will bring on the floor next week, will be to put our National Guard to work. That's what they're there for. Whenever we have an emergency, we bring in our National Guard. That will give an immediate presence. They're trained for firearms. They're visible with the firearms."

Scott pointed out that each state has National Guard units available and at their disposal.

"Each state has National Guard units. It is the governors of these states that can immediately deploy and get the presence in the schools so that we have that, as we begin to work to build up a more permanent group of trained individuals who are secure, that can go in and take care of our schools," said Scott.

What would this look like -- soldiers patrolling our schools in camouflage with military rifles?

"It's going to look as if we are serious," Scott replied. "The first order of business is to show that our schools are safe. And I guarantee you, it certainly beats talking about putting guns in the hands of teachers to be carrying around where they're not equipped to do it, don't want to do it, don't need to do it. I'm simply saying we need a pool -- right now -- of people who can go in, who are trained with firearms, to be able to show and send a message to everybody out there, including these potential school shooters."

Scott sees National Guard involvement as a temporary way to secure the nation's schools while Congress, state legislatures and local school boards figure out better security measures.

National Guard officers waiting more than half a year for promotions

Officers in the National Guard are getting frustrated with the Defense Department over tardy promotions.

A survey by The National Guard Association of the United States (NGAUS) found some officers were waiting more than six months for their promotions to receive federal recognition. That also means guardsmen are being paid at their previous rank’s level while doing the work expected in their new rank.

What’s in the Coast Guard’s secret sauce for high retention?

The way the service is keeping such a larger percentage of its force is through careful policy crafting, attentive leadership and programs that help circumvent the military’s rigid promotion system, Coast Guard Commandant Adm. Paul Zukunft told Federal News Radio in an exclusive interview.

Air National Guard Supports Operation Deep Freeze

Thirty years later the Air National Guard is still supporting the U.S. Antarctic Program managed by the National Science Foundation. The Guard flies in researchers, supplies, and equipment during the “season” which runs from October to March. Colonel Alan Roth, the 109th commander, stated, "Each year, after flying our aircraft 11,000 miles to reach Antarctica, our Airmen set up operations on an ice shelf with no hangars or permanent facilities, perform maintenance operations while exposed to the elements, and conduct flying operations to remote locations on the harshest, most unforgiving continent in the world."

TRICARE Transition Challenges in the West Region

On Jan. 1, 2018, the Defense Health Agency (DHA) implemented a number of changes to TRICARE, including a region consolidation and health care policy changes mandated by Congress. Several customer service issues are now affecting TRICARE beneficiaries in the western U.S., including call center wait times, processing backlogs and a limited provider directory. TRICARE Changes Pharmacy Co-Pays

The TRICARE benefit is experiencing many changes in 2018 to how the health care categories are organized and what increased co-pays will be made within those categories. Unfortunately, while it may appear that TRICARE for Life will not have any co-pay increases for treatment, TFL will still be subject to the increased prescription co-pays that went into effect February 1, 2018. If you want a 90-day supply from your network pharmacy, you'll pay the cost for each 30-day supply. For example, a 90-day supply of a generic drug will cost $33. Copayments remain the same as 2017 rates for dependent survivors of Active Duty Service Members and medically retired service members and their dependents.
