ROA’s executive director, Jeff Phillips, had a problem: he still has some Montgomery GI Bill money and wants to use it on culinary training so he can open a food truck offering classic French cuisine (OK, maybe not a food truck, maybe just cook more delicious meals for friends).
But how does Jeff find institutions that provide GI Bill friendly (in this case culinary) education of any type anywhere they’re offered? With such a cool capability, he could shop around for a specific discipline by location, type of culinary degree or certificate, program duration, cost, etc.
The answer is on this website: www.vets.gov/gi-bill-comparison-tool. Go to the homepage bottom and download the Excel file at "Download Data on All Schools (Excel)"; this file has a huge amount of info. Once it’s open, click on the spreadsheet tab named Comparison_Tool_Data_Full. Then click on the Excel toolbar upper left, “Home.” Then click on “Find & Select” at far right, in the Excel toolbar “Editing” section.
You will now have a scroll-down menu; click “Find.” You will now have a “Find and Replace” window – just enter a key word and hit Find Next.” Jeff entered the word, Culinary. With each click of “Find Next” a culinary program was selected, from OJT to degree programs.
As any French chef would say, “Magnifique!”

The Henry J. Reilly Scholarship Program for the 2018-19 Academic Year is now open. Applications are due by April 18, 2018, at 11:59 PM Pacific Time Zone.
In its second year within ROA’s program of revitalizing, for academic year 2018-2019, ROA will award up to twenty $2,500 scholarships to students pursuing courses of study leading to certificate, associate, bachelor, and graduate degrees.

“We are excited to offer up to twice as many Henry J. Reilly scholarships this year as last,” said ROA’s President, retired USAF Lt. Col. Donald Stockton. “General Reilly prized education and one of ROA’s priorities is helping members with professional development and self-improvement. This program is of great benefit to ROA members and their families.”

Brig Gen Samuel P. Mitchell, Jr. USAF (Ret), 79, a Northland resident of Kansas City, Missouri passed away Friday, January 5, 2018 at the North Kansas City Hospital. Samuel was born August 10, 1938 to Samuel P. and Blanche (Pettigrew) Mitchell, Sr. in Portsmouth, New Hampshire. He is survived by his loving wife, June Mitchell; two children: Samuel Mitchell III (Tonya); and Leland Mitchell (Michelle).
Visitation will be held from 5:00 – 7:00 p.m., Wednesday, January 10, 2018 at the Pleasant Valley Baptist Church, 1600 North 291 Highway, Liberty, Missouri 64068. The Funeral service will be held at 10:00 a.m., Thursday, January 11, 2018 at the church. A Committal service will immediately follow at 12:30 p.m., Thursday, January 11, 2018 at the Leavenworth National Cemetery, 150 Muncie Road, Leavenworth, Kansas.
General Mitchell became a life member of ROA in 1970 and since that time provided outstanding leadership for our members at all levels of the organization. He was a Past National President and a Past Chairman of the National Membership Committee. During his term as National President in 1989, he had a lead role in renovating the Minuteman Memorial Building. In recognition of his membership committee leadership the Samuel Mitchell Membership Award was created. His service also includes various terms on the following National committees: ROTC, National Meetings, ad hoc Website Editorial Board and ad hoc 75th Anniversary. He was a charter member of the ROA Stars Foundation Pershing Society, joining at the Minuteman $1000 annual giving level of participation. In 2016 ROA presented him with the Harry S Truman Award recognizing his dedicated service. Until his death, the General served ROA in a leadership role as a member of the National Board of Trustees and as a member of the National Resource Development Committee.
He served the Department of Missouri as President and was currently Chairman and Trustee of the Charitable Contingency Trust Fund. Paralleling his National level activity, he Chaired the Missouri Membership committee for the past three decades.
General Mitchell also voluntarily served his community as an Air Force Academy Liaison Officer since 1972. In this role he sponsored and mentored 139 Air Force Cadets into the academy or ROTC programs. Once they were in the program he continued his mentorship throughout their military careers. In his civilian career he was a commercial airline pilot with Transworld Airline.
Notably, General Mitchell was an American Patriot who was extremely generous and unselfishly gave his leadership skills and significant financial contributions to all the organizations he supported. His leadership, mentorship and friendship will be sorely missed by everyone who followed him.

The Air Force recently announced the Continuation Pay rates under the new Blended Retirement System which “… is a way to encourage Airmen covered by BRS to remain in the Air Force since it will be possible to leave with some retirement benefit prior to 20 years of service.” The Reserve Component rate is lower then the active duty rate because the National Guard and Reserve have a higher reenlistment rate. Please complete the ROA travel survey on out-of-pocket costs for National Guard and Reserve members. This is an emerging issue that Congress and the Pentagon are working on for 2018. Your responses could influence legislative changes by identifying the unreimbursed travel costs incurred when performing inactive and active duty. Proposed legislation could expand expenses eligible for reimbursements, update mileage for tax exemptions, or change per diem rates. Other potential fixes would come from the survey results. DoD has released their 2016 Demographics Report. A few interesting key facts are:
- Overall, 44.5 percent of Selected Reserve members are reported as married and 48.6 percent have never been married.
- Of the 364,537 Selected Reserve members who are married, 6.1 percent are in dual-military marriages. Almost half (48.2%) of Marine Corps Reserve women who are married are in dual-military marriages. Of the Selected Reserve members who are married, the Air Force Reserve has the highest percentage (13.6%) of members in dual-military marriages in 2016.
- The percentage of Selected Reserve officers who are female has been increasing since 2000. The Coast Guard Reserve had the highest increase in female Selected Reserve officers since 2000 (+7.6%).
- The percentage of Selected Reserve members 35 years of age and younger has increased from 58.9 percent in 2000 to 68.6 percent in 2016, which is a decrease from 2015 (-0.1%).
- Approximately half (49.9%) of the Selected Reserve are assigned to the United States in thirteen states (California, Texas, Florida, Pennsylvania, New York, Ohio, Georgia, Virginia, Illinois, North Carolina, Alabama, Missouri, and Louisiana).
