WHEREAS, Congress has recognized the need for Total Force modernization of Navy, Marine, and Air Force tactical airlift aircraft by funding new C-130H/J aircraft to replace obsolescent C-130’s aircraft each year since Fiscal Year 1978;
WHEREAS, many of the Total Force tactical airlift C-130 aircraft are in excess of 35 years old; and
WHEREAS, the cost to upgrade these aircraft is close to the cost for a new airframe that would give the services a longer operational lifespan; and WHEREAS, Total Force C-130s have performed exceptionally well in numerous past and ongoing contingency operations and demonstrated very high Mission Capable Rates; NOW, THEREFORE, BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to provide funding for multi-year procurement of the most current tactical airlift and required spares for the Total Force; and
BE IT FURTHER RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urges the Congress to continue funding Total Force Tactical Airlift Modernization after the current C-130J Multiyear Contract concludes.
