Resident Training for Air Force Reserve Category "E" Individual Mobilization Augmentees Resolution No. 10-20
WHEREAS, During the personnel reductions in 2006, the United States Air Force directed the revision of many Individual Mobilization Augmentee (IMA) and other personnel authorizations from Category B (drilling with pay) in the Selected Reserve to Category "E" (non-paid for retirement points only) in the Participating Individual Ready Reserve;
WHEREAS, Air Force Manual 36-8001, Reserve Personnel Participation and Training Procedures, restricts eligibility for resident Professional Military Education and technical schools to members of the Selected Reserve, thereby excluding individuals assigned to Category "E" IMA positions; and
WHEREAS, Category "E" Reserve personnel require military school training to maintain their competency, complete their Professional Military Education, and continue their career development; and
WHEREAS, Category "E" Reserve personnel support active duty missions funded by Military Personnel Appropriations (MPA); but MPA are not authorized to be used for training Reserve personnel; and
WHEREAS, the Air Force and Air Force Reserve Command will benefit from retaining highly skilled, trained, and experienced personnel assigned as Category "E" IMAs;
NOW, THEREFORE BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the Air Force to change its policies, to make Category "E" Reserve Component members eligible to attend resident technical and Professional Military Education courses with pay.
