Full funding for Reserve Component Full-time Support (FTS) Personnel Resolution No. 10-16

WHEREAS, the Reserve components of the United States Army and Army National Guard, as integral components of the Total Force, have become an “operational” force as opposed to the previous “strategic reserve force”, continuously utilized to serve alongside the Active Component force during ongoing global operations; and,

WHEREAS, the Reserve components of the United States Army, to perform this vital national security role, require adequate Full-Time Support personnel to provide day to day operation of units; and,

WHEREAS, Congress has recognized the importance of Full-Time Manning, which includes Active Guard and Reserve (AGR) personnel, as well as Military Technicians (MTs), to the training, readiness and performance of the Army Reserve, particularly during times of increased operational tempo; and,

WHEREAS, the Army Reserve AGR force is currently funded at approximately 74% of validated requirements and the Army Reserve MT force is currently funded at approximately 69% of validated requirements; and,

WHEREAS, such FTS funding shortfalls have caused undue stress on the force and have degraded our ability to transition from a Strategic Reserve to an Operational Reserve; and,

WHEREAS, policy changes associated with pre-mob training and Army Force Generation Model readiness timelines have further strained the Army Reserve’s and the Army National Guard’s FTS resources;

NOW, THEREFORE, BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to appropriate funds adequate to pay for all authorized Reserve Component Full-Time Support.
