Resetting and Reconstitution of Reserve Component Units
Returning From Deployments
Resolution No. 10-12

WHEREAS, Reserve Component (RC) units returning from deployments to combat areas are frequently ordered to leave significant portions of their mission essential equipment for use by follow-on units;

WHEREAS, RC units returning from deployments are in other cases bringing back mission essential equipment that is worn out, damaged, or economically irreparable; and

WHEREAS, significant portions of the good equipment items brought back by RC units returning from deployments are being diverted to other units preparing for deployment; and

WHEREAS, there are significant, continuing shortages of mission essential equipment in RC units, the procurement of which is measured in billions of dollars; and

WHEREAS, cascading of equipment from the active forces to RC units is not appropriate when RC units are being deployed to combat areas to perform the same missions and to face the same dangers as active component forces; and

WHEREAS, cascading of equipment from the active forces to RC units does not work when the preponderance of units of a certain type, such as combat service support units, is in the RC; and

WHEREAS, RC units returning from combat areas often have retention shortages or have suffered personnel casualties that must be replaced by new people who need to be trained or retrained individually and collectively; and

WHEREAS, restructuring of RC units, converting them into high demand specialties such as Military Police/Security Forces, Civil Affairs, Engineer, or Transportation, exacerbates shortages of equipment and shortages of funds for training; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to authorize and appropriate adequate funding for the reconstitution of Reserve Component units returning from combat area deployments, for repair, replacement or procurement of mission essential equipment, for restructuring of Reserve Component units into high demand units, and for individual and unit training as needed.
