Development of New Heavy Bomber
New Resolution No. 10-10

WHEREAS, the current bomber fleet as a whole is aging, modernization and maintenance costs are increasing with age, and no replacement is on the horizon;

WHEREAS, there is an operational need for a new, stealthy long-range strike system or heavy bomber with nuclear and conventional capabilities, and day and night survivability during persistent presence in hostile airspace; and

WHEREAS, in the 2005-06 Quadrennial Defense Review (QDR), the Department of Defense determined that the United States Air Force should make an immediate start to begin development of a new long-range strike system with capabilities that go far beyond those of today’s fleet of B-52, B-1B, B-2 bombers, with a goal to achieve initial operational capability by 2018; and

WHEREAS, the 2010 National Defense Authorization Act advocated funding for promoting technology development for the next generation of long range strike;

NOW, THEREFORE BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the Administration and Congress to continue to budget for and initiate development of a new stealthy long-range strike system or heavy bomber, for the United States.
