Procurement of C-40 Aircraft Resolution No. 10-08
WHEREAS, military/civilian senior leadership is ineffective without adequate, timely and reliable airlift to meet global commitments;
WHEREAS, the sufficient operational support aircraft (OSA) does not exist to meet increasing congressional delegation, combatant commander, or team travel requests; and
WHEREAS, the current fleet of C-9 aircraft is not stage three noise compliant, does not have the most up to date avionics, and is approaching the end of its economic and safe-operations- life constraints; and
WHEREAS, C- 40 multi-mission aircraft are ideally suited for movement of humanitarian equipment, disaster relief, WMD-CST support, and transport of FEMA teams and equipment associated with emerging Homeland Security requirements; and
WHEREAS, the procurement of additional aircraft to achieve economic order quantities would reduce procurement costs as well as C-9 operating and support costs; and
NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to expedite the procurement of C-40 aircraft to replace aging and obsolescent C-9 aircraft to maintain an operational support aircraft capability.
