Continue National Guard and Reserve Equipment Appropriation (NGREA)
Resolution No. 10-06

WHEREAS, the National Guard and Reserve Equipment Appropriation (NGREA) is a critical resource that ensures more adequate funding for new equipment for the Reserve Components;

WHEREAS, since 1997, when the NGREA was eliminated based on promises from the Administration that the equipment needs of the Reserve components would be met by the Active components (providing the needed funds through their individual appropriations), procurement for the Reserve components decreased to 3.19 percent of the total Department of Defense procurement budget; and

WHEREAS, the Reserve components are currently faced with mounting challenges regarding how to replace worn out equipment, equipment lost due to combat operations, equipment directed to be left in a theater of operations, legacy equipment that is becoming obsolete or irrelevant, and in general, replacing that which is gone or aging through normal wear and tear; and

WHEREAS, changes in the role and missions of the Reserve components have placed a preponderance of combat support and combat service support equipment needs in the Reserve components, making "cascading" of equipment from the Active components to the Reserve components an obsolete concept for equipping many combat support and combat service support units in the Reserve components; and

WHEREAS, inadequate funding levels, rising costs, lack of replacement parts for older equipment, and other factors have made it difficult for the Reserve components to adequately maintain their aging equipment, not to mention modernizing and recapitalizing to support a viable legacy force;

NOW, THEREFORE BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to continually fund a National Guard and Reserve Equipment Appropriation as a separate account to ensure more adequate procurement of needed equipment for the Reserve components proportionally based on mission assignments.
