Army Section
The Army section featured Brigadier General Les Carroll the G 3 5 7 of the United States Army Reserve Command who gave both a keynote address on Thursday and the luncheon address on Friday. BG Carroll gave an update on the Army Reserve highlighted by the new enterprise model that has been implemented in the Army Reserve and that is modeled on what the active component has done. To implement ARFORGEN - the forces generation model - the USAR will have four enterprise areas: Material, Readiness, Human Capital, and Services and Infrastructure. Each will be led by an Army leader who can coordinate all aspects of activity within a given area (e.g. BG Carroll as the G 3 5 7 is also the leader of the Readiness enterprise area). He also noted that on any given day about 30,000 USAR soldiers were mobilized and about 18,000 deployed overseas. The strength of the USAR has grown by over 10,000 in the past two years and now exceeds authorized end strength - which is good! The latest round number for USAR actual end strength is 207,000. BG Carroll took extensive questions from the audience and answered them all with facts, clear explanations, and good humor. The section also received briefings on the the status of the recommendations of the Commission on National Guard and Reserves from COL Scott Paradis, the Chief of Staff in OCAR; a briefing on Human Resources Management in an Operational Army Reserve from COL John Donovan, the future G 1 at the USARC; and a briefing on the Quadrennial Defense Review and Army Transformation from Mr. Ray Meadows of the Strategy and Integration office at the OCAR. The section also elected new leadership for 2009 -2010 with BG Michael Silva (IL)elected Army Vice-President (he defeated CPT Tim Nelson (TX) in the only contested election) and 1LT Dena Goble (KS) elected Army Junior Vice-President. They will serve until February 2011.
