ROA AWARDS AND CITATIONS PROGRAM
Purpose
The purpose of ROA’s award program is to provide tangible recognition for exceptional service or achievement.
Awards and citations are symbols of acknowledgement that may be presented by ROA National President, Executive Director, Departments and Chapters to individual ROA members, Departments, Chapters, Reserve units, other deserving persons, or organizations that have rendered outstanding service to national security or who have otherwise contributed to the promotion of ROA aims and objectives.
This publication is intended to be sufficiently comprehensive for the administration of the ROA program of awards and citations by defining the categories and criteria for various awards and establishing actions necessary to initiate and make appropriate awards.
ROA National Awards Board Composition
The ROA National Awards Board is composed of the following:
- National President
- Immediate Past National President

- National Service Vice Presidents (Army, Navy and Air Force)
National Awards Board establishes criteria and makes recommendations to the President for National awards. The Board shall approve selected, major, national awards and those appreciation and recognition certificates that require ROA Departments and Chapters to submit a resolution or letter of nomination including justification to the Board for approval.
The ROA National Awards Board is the initial vetting authority for the consideration of the establishment of additional awards not mentioned in this publication. Depending on the future precedence of any new award, additional authorizations may need to be granted by the EXCOM and/ or the National Convention.

1. National President’s Approval
- National President’s Award
The National President’s Award is presented at the discretion of the National President and is “etched” in metal and mounted on wood.
- Brig Gen Samuel P. Mitchell ROA Recruiting Excellence Award
Criteria: This award is named to honor the new member recruiting skill legacy of Past National President Brig Gen Samuel P. Mitchell, USAF (Ret.), whose enthusiasm and personal motivation to recruit new members to ROA is near legendary. Individual ROA members who recruit at least 12 new full dues paying members within the ROA fiscal year (1 April to 31 March) will be eligible to receive this recognition. All ROA members are eligible to participate in this new program. Member Services will screen all our member records at the conclusion of the ROA fiscal year and will provide the ROA National President with a list of qualifying members that will be awarded this singular honor at an appropriate national venue.
2. National Executive Committee Approval
- Minuteman of the Year
Criteria: Presented annually at the National Convention to “The citizen who has contributed most to National Security during these times.” Normally given to a member of Congress; normally rotates between Senate and House; Democrat and Republican. Has been awarded to member of Executive Branch.
- International Medal
Criteria: This award is presented on behalf of ROA to members of CIOR/CIOMR or UPORFA for exceptionally meritorious service of long standing on behalf of the Interallied Confederation of Reserve Officers and/or the Interallied Confederation of Medical Reserve Officers, or the Pan-America Union of Reserve Officers of the Armed Forces. This medal can be awarded to leaders of CIOR/CIOMR or UPORFA allied delegations for exceptionally meritorious service on behalf of, and in support of, CIOR/CIOMR or UPORFA objectives. This medal is presented jointly by the heads of the US CIOR/CIOMR or UPORFA Delegations at the annual Conference and/or Congress in an appropriate ceremony.
- CIOR/CIOMR Award
Criteria: This award is presented to and for members of the Interallied Confederation of Reserve Officers (CIOR) and/or the Interallied Confederation of Reserve Medical Officers (CIOMR). It is normally presented at the CIOR/CIOMR Conferences and Congresses in recognition of distinguish service.
3. National Awards Board Approval
- Minuteman Hall of Fame
Criteria: [1.] Presented annually at National Convention Banquet to a citizen or soldier “who has conspicuously contributed to the advancement of ROA programs and objectives.” Normally given to a military officer; has been given to members of the DoD and Service Secretariats. Rotates annually among the Service Sections (exceptions made occasionally for the Navy Section, since all Sea Services involved, i.e. Navy and/or Coast Guard and/or Marine Corps may at times be awarded in successive years.) [2.] May be awarded at appropriate ceremony/ceremonies to citizen/citizens and or soldier/soldiers “who has/have conspicuously contributed to the advancement of ROA programs and objectives.”
- General Lewis Blaine Hershey Award for Exceptional Service
Criteria: Presented at a national meeting of the Association to the individual or individuals, who, through their unselfish and tireless service, have contributed substantially to the preservation of the Reserve Officers Association’s most treasured asset, the Minuteman Memorial Building. Service must be voluntary and the individual may not have received monetary compensation for their efforts. Nominations may be made by a chapter, department, national officer, member, or senior member of the ROA staff. The nomination will be considered by the Awards Board at a regularly scheduled meeting, or may be considered by an electronic or telephonic vote of the Board members. Adopted by National Council 7 February 2007.
- Harry S Truman Achievement Award
Criteria: Recommendation is that one annual award be authorized and presented although as many as three recipients can be recognized annually. If no suitable recipient is nominated it is appropriate to pass any specific year. To be presented at a National ROA meeting, but it may be presented at another suitable time/place. Awarded to any class of ROA membership or to a National Staff member for significant contribution to ROA above and beyond normal contributions.
- Theodore Roosevelt Heroism Award
Criteria: For presentation to individual in recognition of a Reserve officer for heroism in combat. Award consists of a sketch of Teddy Roosevelt as a Rough Rider photocopied on a metal plate, and mounted on a walnut plaque.
- ROA Minuteman Award (Brigade of Volunteers)
Criteria: Members commissioned as “ROA Minutemen” for their voluntary activity within the Association, particularly in membership solicitation and retention, signifying their unquestioned loyalty to ROA traditions and their dependability to serve without the reward of any ROA political office or recognition. No Department can have more than four nominees per year.
- Distinguished Service Citation
Criteria: For presentation to individual in recognition of distinguished service on behalf of ROA and National Defense.
- Award of Merit
Criteria: For presentation to individuals in recognition of outstanding devotion to the cause of National Defense and ROA.

4. National President or Executive Director Approval
- Meritorious Contribution
Criteria: Presented to one who has contributed to the National Defense and ROA.
- Twice the Citizen Award
Criteria: Presented, at the discretion of the Executive Director, to those individuals who are not necessarily affiliated with ROA, but have been supportive to our missions, etc.
- Loyalty and Support
Criteria: Presented to individuals whose loyalty and support have materially contributed to the achievement of ROA’s mission and programs.
- Certificate of Achievement
Criteria: For presentation to individuals for specific actions in behalf of National Defense and ROA.
- Patron Reserve Officer
Criteria: Presented for encouraging leadership among young officers.
- Outstanding Unit Award
Criteria: Presented to a Reserve Unit for having performed outstanding service to the Nation.
5. Other ROA Awards
- Chaplain of the Year
Selected by: Chief of Chaplains of appropriate service. Criteria: Rotated annually among the services, (Services attempt also to rotate among the religious faiths). Presented annually at National Convention to the chaplain “selected for extraordinary contribution to the welfare, morale and effectiveness of the military reserve services”.
- Unit Citation Certificate
Approved by: National Service Section Directors Criteria: All officers in the Unit must be members of ROA.
- Honorary Life Membership
Approved by: Majority vote of the delegates at National Convention. Criteria: No more than five persons may be elected each year with not over two of those elected being members of the Armed Forces. Shall be based upon outstanding service rendered to the cause of National Security. Persons eligible for active membership in the Association shall not be eligible.
- BG John W. Richardson, Retention Award
Approved by: Membership Department Criteria: BG John W. Richardson, USAFR, Award is presented annually at the National Convention, one Department each to be recognized, within the three membership categories (Category A, B, and C), with the highest term member retention rate for the ROA fiscal year beginning April 1 and concluding 31 March. For recognition to be earned Departments must have term membership retention rates equal to or above the ROA Term Member national retention average for the fiscal year.
- Category A: Departments with total membership of more than 1,999 members.
- Category B: Departments with total membership from 1,000-1,999 members.
- Category C: Departments with total membership of less than 1,000 members.
6. National Committee Awards
- CWO4 Michael J. Novosel Award for the ROA Warrant Officer of the Year
Selected by: ROA Warrant Officer of the Year Selection Committee Criteria: Presented to the ROA Warrant Officer of the Year. Selected from the three National finalists for recognition of excellence in achievement and service to our Nation and National Security. Applicable to all services. Presented at the National Convention.
- CWO4 Michael J. Novosel Award for ROA Warrant Officer of the Year Finalists
Selected by: ROA Warrant Officer of the Year Selection Committee Criteria: Presented to the three Warrant Officer Finalists in the CWO4 Michael J. Novosel Award for the ROA Warrant Officer of the Year competition for recognition of excellence in achievement and service to our Nation and National Security.
- Sword and Pen Award
Approved by: Publications Committee Criteria: Presented to four different categories of ROA publications: (1) Department Tabloids (2) Department Newsletters, (3) Chapter Tabloids, and (4) Chapter Newsletters. The committee needs at least three issues of a given publication, and these are judged on headlines, layout, masthead, photographs and etc.
- Ben Franklin Journalism Publications Award
Approved by: Publications Committee Criteria: Developed to honor the outstanding Department and Chapter publications. A maximum of three Department and three Chapter awards will be given each year. Awards are presented to the winners at the National Convention.
- Sword and Screen Award
Approved by: Publications Committee Criteria: The minimum requirements to be considered for an award (25 percent) are: department/chapter name; ROA charter; ROA logo; a link to ROA national Web site; a disclaimer statement; names of the president, secretary and webmaster; date of the site (as updated), and current department and/or chapter news. While we encourage each Web site be updated at least once a month, each department and chapter Web site should be updated no fewer than three times within a calendar year. The main page should indicate the date of the latest Web site update. The minimum time frames are:
- No later than August 1—newly elected officers must be posted.
- Between November 1 and January 1—news and events must be posted.
Optional features for consideration (75 percent) are: service section announcements; use of color, photographs, and service logos; “special” site name (other than the name of the department/chapter); an events calendar; membership application form; department/chapter committee activity/ reports (membership, convention, junior officer, ROTC, ROAL, legislative); other officer “columns” (chaplain, treasurer, secretary, etc.); other unique/special/individual features (web counters, guestbook, etc.).
- David Sarnoff Electronic Journalism Award
Approved by: Publications Committee Criteria: From among Sword & Screen winners, the National Publications Committee recommends up to three Department and three Chapter publications to receive the prestigious ROA BG David A. Sarnoff Outstanding Journalism Award. The BG David A. Sarnoff award may be given in addition to a Sword and Screen award. Recipients are determined by the National Publication Committee’s Awards SubCommittee, which considers all entries for their journalistic excellence and professionalism. The nonconsecutive clause is designed to prevent any monopoly on the award by any one Chapter or Department because some of these units may have truly professional talent and resources, and could have an unfair advantage over other webmasters whom are volunteers who have no professional experience.

7. Certificates Awarded Automatically by National Headquarters
- Long Timers Award
Approved by: ROA Membership Department Criteria: Mailed to all members after they have been a member of ROA for at least 25 years. Additional certificates are sent every five years after the 25 year mark.
- Life Member Certificate
Approved by: ROA Membership Department Criteria: Certificate is sent to every member who becomes a fully-paid Life Member of ROA.
8. Service Section Awards
Army Awards
- Small Unit Award
Selected by: Commanding General, Forces Command Criteria: All U.S. Army Reserve troop program detachments, platoons, sections, bands and laboratories are eligible. Selected in accordance with Army Regulation 140-1 from those nominated by the CONUS Armies and overseas commands. Presented annually at the ROA National Convention.
- Company Size Unit Award
Selected by: Commanding General, Forces Command Criteria: All U.S. Army Reserve troop program companies, batteries, troops command HHC groups, group HHC/ HHD, Brigade HHC, HHD, HHB, Battalion HHC/HHD Headquarters Center. In accordance with Army Regulations 140-1 from those nominated by the CONUS Armies and overseas commands. Presented annually at the ROA National Convention.
- Large Unit Award
Selected by: Commanding General, Forces Command Criteria: All U.S. Army Reserve troop program battalions and hospitals are eligible. In accordance with Army Regulation 140-1 from those nominated by the CONUS Armies and overseas commands. Presented annually at the ROA National Convention.
- MG Strom Thurmond Award for ROA Army Outstanding Junior Officer of the Year
Selected by: ROA Army Section Executive Committee Members Criteria: Presented to the Army Reserve Outstanding Junior Officer of the year. Selected from the 10 National finalists for recognition of excellence in achievement and service to our Nation and National Security. Presented at the National Convention.
- MG Strom Thurmond ROA Army Outstanding Junior Officer Finalist
Selected by: ROA Army Section Executive Committee Members Criteria: Presented to the ten Army National Finalists in the MG Strom Thurmond Outstanding Junior Officer competition for recognition of excellence in achievement and service to our Nation and National Security.
- Army Reserve Drill Sergeant of the Year Award
Criteria: Presented to the Army Reserve drill sergeant winner of the U.S. Army Reserve Drill Sergeant of the Year competition, hosted by U.S. Army TRADOC and held annually.
Air Force Awards
- Air Force Reserve Outstanding Junior Officer
Selected by: Chief of Air Force Reserve Criteria: Outstanding Air Force Reserve individuals in accordance with Air Force regulations. The Air Force Section of ROA provides and presents the awards annually at the ROA National Convention.

- Major General Tom E. Marchbanks, Jr., Memorial Award
Selected by: National Air Force Executive Committeemen and National Staff Director Criteria: Feats or accomplishments displaying unique ability or courage, performed during aerial flight, by one or more aircrew members of the Air Force Reserve during the previous calendar year. The Air Force Section of ROA provides and presents the award annually at the National Convention.
Navy Awards
- Outstanding Naval Reserve Units Award (Inactive)
Selected by: Commander, Navy Reserve Force Criteria: As appropriate, ROA will present awards to outstanding Navy Reserve Units as may be determined by the Commander, Navy Reserve Force. Currently, all annual Unit Awards are sponsored by the Naval Reserve Association.
- Outstanding Navy Reserve Junior Officer
Selected by: Commander, Naval Reserve Force (Ref: COMNAVRESFOR Instruction 1650.3E) Criteria: Must be a drilling Navy Reserve Junior Officer and selected in accordance with criteria contained in Navy directives. ROA provides and presents the award annually at the National Convention.
- Admiral Alexander Jackson Award
Selected by: Navy Section Awards Board (All Navy Section voting members of the Executive Committee, plus the five immediate Past Navy Vice Presidents) Criteria: The professional officer service award in honor of Rear Admiral Alexander Jackson, Jr., USN (Ret.) presented annually at the National Convention for a lifetime of service to a Reserve Component of the Navy, Marine Corps, or Coast Guard.
Marine Corps Awards
- General Christian F. Schilt Trophy
Selected by: Headquarters U.S. Marine Corps Criteria: A perpetual rotating trophy awarded annually to a Combat Support Squadron of the Fourth Marine Aircraft Wing, Fleet Marine Force, for outstanding achievement and unit excellence. Presentation is made at ROA’s National Convention.
- General Harry Schmidt Trophy
Selected by: Headquarters, U.S. Marine Corps Criteria: A perpetual rotating trophy awarded annually to a unit of the Fourth Marine Division, Fleet Marine Force, for outstanding achievement and unit excellence. Presentation is made at ROA’s National Convention.
- Outstanding Marine Corps Reserve Junior Officer
Selected by: Commandant, U.S. Marine Corps Criteria: Must be a drilling Marine Corps Reserve Junior Officer and is selected in accordance with criteria contained in Marine Corps directives. ROA provides and presents the award annually at the National Convention.
Coast Guard Awards
- RADM Bennett S. “Bud” Sparks Unit Award
Selected by: Headquarters, U.S. Coast Guard Criteria: Awarded annually to the Coast Guard unit judged to be the most supportive of a totally integrated coast guard force, demonstrated by its effective use of Coast Guard Reservists. Presentation is made at ROA’s National Convention.
- Reserve Outstanding Junior Officer Award
Selected by: Headquarters, U.S. Coast Guard Criteria: Must be a drilling Coast Guard Reserve Junior Officer (O-3 or below) or warrant officer and is selected in accordance with criteria contained in Coast Guard directives. ROA provides and presents the award annually at the National Convention.
- Admiral Russell Waesche Trophy
Selected by: Headquarters, U.S. Coast Guard Criteria: Awarded annually to the Commander of the Coast Guard District whose overall Reserve performance has been outstanding. Presented at ROA’s National Convention.
- Reserve Chief Warrant Officer of the Year Award
This program was established to annually recognize the achievements and dedicated service of Warrant Officer members of the U.S. Coast Guard Reserve. Chief Warrant Officers in grades W2 & W3 who are members of the Ready Reserve and have not previously received this award are eligible for nomination.
- Reserve Officers Association Award
Selected by: Officer Candidate School Criteria: Awarded to the graduate of designated classes of the Officer Candidate School, Yorktown, VA, who has achieved the highest academic standing in the class.
Public Health Service Awards
- VADM C. Everett Koop Award - USPHS Junior Officer of the Year
Selected by: Committee convened by the Surgeon General Criteria: Awarded annually at the ROA National Convention to the a Junior Officer (Ensign through Lieutenant Commander ) in the USPHS Reserve Corps, either active duty or inactive reserve who has not previous received the award and who has had exemplary performance and accomplishments in USPHS assignments, civic accomplishments, demonstrated leadership abilities, and notable contributions to the mission of the USPHS.
National Oceanic & Atmospheric Administration Awards
- Outstanding Junior Officer of the Year
Selected by: National Association of Commissioned Officers (ACO) Criteria: Awarded to a NOAA Junior Officer and is selected in accordance with criteria set forth by the ACO. ROA provides and presents the award annually at the National Convention.

9. Appreciation and Recognition Certificates
To provide a means whereby the Department and Chapter Development Committee, ROA chapters, department and national headquarters can formally recognize individuals for their contribution and dedication to ROA's programs and mission, a series of awards and certificates has been adopted. These also build goodwill for the association and give greater visibility to ROA. Certificates are to be requested by either the president or secretary of the chapter or department. Requests for national awards should be in a form of a resolution, approved by the chapter and/or the department, or a letter of nomination, which includes justification for the award signed by the Department or Chapter President. The actual size of each certificates is 8 1/2" x 11". All certificates will have name/rank/title computer laser printed on the certificate by national, per the requesting letter or resolution.
- Special Recognition for Departments. ROA Outstanding Department Management Award
Criteria: Departments are self nominating by any officer in the Department. A Department must forward its application with supporting documentation for the ROA operating fiscal year 1 April to 31 March. Nomination must be received at ROA National HQ (Department and Chapter Development Committee) by 1 May to be considered. Late submissions will NOT be considered. The Committee appoints a Review Board of at least three officers to review submissions and grades each submission against a common award evaluation standard. The Committee may award up to three “Outstanding” and three “Honorable Mention” within three categories, based on membership end strength as of 31 March in the Department being evaluated. Member Services prepares the certificates for presentation to the Department Presidents selected, at the ROA National Convention.
- Special Recognition for Chapters
The ROA Committee on Department and Chapter Development also evaluates Chapters that may exceed the standards set for their operation. Criteria: An awards checklist establishes minimum criteria for individual Chapters to be recognized as Level One - Distinguished, Level Two - Minuteman and Level Three - Meritorious. The Committee on Department and Chapter Development appoints a three officer Review Board to evaluate the operations of ROA Chapters against a specific award standard and selects those chapters worthy of special recognition, as shown above. The award certificates are prepared by Member Services and presented to the Chapter Presidents at the ROA National Convention.

Criteria: The Nathan Hale Award is given to
prominent federal, state and local government and civic leaders by ROA
Department Presidents. It is intended to recognize outstanding and
dedicated individual service in the interest of national security. The
concept is that patriotic dedication to country was epitomized in the
person of Nathan Hale.

10. Certificates Requiring a Resolution or Nomination
The following certificates require either a resolution or a letter of nomination including justification and must be signed by the Department or Chapter President:

- Certificate of Achievement
- Distinguished Service Citation
- Loyalty and Support
- Meritorious Contribution
- Outstanding Unit Award
- Patron Reserve Officer
- 100 Percent Unit Citation
Criteria: All officers of the unit under consideration or nominated for this award must be members in good standing in ROA. The unit Commander certifies to this fact in communication with ROA Member Services, which confirms his/her, certification above. This certification is sent to the ROA National Staff Service Director appropriate to the Branch of Service of the unit to be recognized. The award certificate is prepared by the cognizant Service Director, in conjunction with ROA Member Services and contains the following: Unit designation and complete address, name, rank, and Service of unit Commander. The ROA Service Director arranges for delivery of the citation and presentation at an appropriate time and place.
11. National Committee Recommended Awards

12. Automatically Awarded Certificates
The following certificates are awarded automatically to qualified individuals and Departments:

13. Insignia and Accessories
The ROA miniature medals are available only from ROA approved vendors. Vendor contact personnel, ordering information and phone numbers/e-mail are available via the ROA Website by accessing the Member Services page. The ROA ribbon and miniature medal signify membership in ROA, but have no relationship to military service. They are suitable for wear as a lapel decoration with civilian attire or may be worn with the military uniform, when the uniform is appropriate, ONLY at ROA functions. The exception to this rule is for the Public Health Service. The ROA ribbon or medal may be worn on the USPHS uniform at all times. When the ROA ribbon or medal is worn on the uniform it must take lowest precedence to other military ribbons or medals. The bar ribbon is to be worn with the red stripe nearest the heart.

14. ROTC and JROTC Awards Program
Our Association’s awards program for ROTC/JROTC is designed to provide incentives for and recognition to meritorious cadets and midshipmen, to encourage continuous dedication to the enduring principles of our nation, and to promote an understanding of the statutory obligation of ROA to those principles.
Awards are presented annually for military and academic achievements and meritorious performance in officer candidate training programs in any of the three services. ROA’s ROTC/JROTC kits consisting of medal, ribbon and certificate. ROTC and JROTC Certificates must be obtained via the ROA website and must be downloaded for local printing and presentation.
There is a gold, silver and copper medal for ROTC and a gold medal, for JROTC. ROA Departments and Chapters are charged with the responsibility for conducting the awards program to include purchasing the medals, ribbons and for locally printing the certificates presented to ROTC and JROTC awardees.
ROA Departments and Chapters should make arrangements to obtain favorable publicity for the awards program and the presentation of awards. An effective awards program will enhance ROA’s image in the minds of the Officer Candidates.
