Reserve Officers Association Precision Engagement Equipment WHEREAS, the targeting pods and radars in the Air Force Reserve Command provide precision engagement capability and are installed on Reserve Component aircraft that represent a significant portion of operational support of the A/OA-10, B-52, C-130 and F-16 aircraft inventory; WHEREAS, modernization of precision engagement equipment will greatly increase combat capability by improving target identification and detection performance; and WHEREAS, the Air Force Reserve Command supports the continued employment of targeting pods as a top priority to fulfill combat requirements; and WHEREAS, the AFRC cannot support the Combatant Commander’s precision strike tasking without taking advantage of emerging and necessary technology enhancements; and, WHEREAS, the tactical stand off range will be minimal, combat lethality will decrease and our pilots will be unnecessarily put at risk during combat operation if AFRC does not take advantage of emerging technology enhancements and, WHEREAS, equitable precision engagement capabilities is necessary across the total force’s equipment inventory to ensure seamless integration of the Reserve Components in the fight; WHEREAS, without certain radar upgrades, the AFRC F-16 and C-130 fleets will be unable to bring true precision all-weather air-to-ground targeting when the US Government tasks AFRC to complement or replace USAF forces in conflicts around the world like their regular Air Force counterparts; and, WHEREAS, all of the AFRC C-130s are equipped with the APN-241 radar, which was designed in the 1990s and is suffering from reliability, maintainability and sustainability due to diminishing manufacturing sources; and, NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to authorize and appropriate funds over several years to enhance the precision engagement equipment of the Air Reserve Components; and, BE IT FURTHER RESOLVED that the Reserve Officers Association, chartered by Congress, urge Congress to provide additional funding advanced targeting pod enhancement kits for the AFRC A-10, B-52 AND F-16, in FY 2011; and, BE IT FURTHER RESOLVED that the Reserve Officers Association, chartered by Congress urge Congress provide additional funding in the FY 2011 Defense Appropriation for radar upgrades for the Air Force Reserve Command F-16 and C-130 fleets as a multi-year procurement in FY 2011 and FY2012 until all the required radars have been installed.
