Reserve Officers Association of the United States WHEREAS, war plans of the United States or any conflict (irregular warfare, major combat operation, or contingency) are predicated upon air dominance as an asymmetric advantage for victory, with that capability being provided by fifth-generation aircraft, specifically the F-22 Raptor; WHEREAS, potential adversary nations are committed to producing their own fifth-generation aircraft in the immediate future to combat and impede U.S. air dominance; and WHEREAS, the current cap of 187 F-22 aircraft is believed by military experts to be an inadequate number to provide air dominance into the near future and places at risk our nation’s ability to meet known and near future threats; and WHEREAS, the experts believe the appropriate number of F-22 aircraft should be set at a minimum of 250 in order to maintain air dominance; NOW, THERFORE BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to authorize and appropriate funds for continued production of F-22 Raptor aircraft, keeping the production line open until a minimum number of 250 F-22 Raptor aircraft are procured.
