Fully Fund Guard and Reserve Equipment
Resolution No. 11-18


WHEREAS, the importance of Reserve force capability and readiness increases with the reductions in the nation's Total Force;

WHEREAS, in addition to their combat and support roles, the Reserve components also provide humanitarian assistance during national disasters and support international relief efforts; and

WHEREAS, the Reserve components face substantial, chronic shortages of required equipment and continue to lag behind the Active components in equipment modernization; and

WHEREAS, the Army Reserve continues to have the lowest percentage of required equipment of any Active or Reserve component; and

WHEREAS, Reserve equipment requirements will continue to have a lower priority than active force requirements in budget formulation at a time when the Active components are also encountering funding restraints; and

WHEREAS, in 1981 Congress established the National Guard and Reserve Equipment appropriation to provide required equipment to the Reserve components, and each subsequent year has provided urgently needed funding in this appropriation;

NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the administration to budget for required equipment to fill unit shortages and to accelerate the equipment modernization that Congress initiated with the establishment of the National Guard and Reserve Equipment (NG&RE) appropriation; and

BE IT FURTHER RESOLVED, that the Reserve Officers Association of the United States urges the Congress to continue providing, through its NG&RE appropriation needed Reserve equipment that is not included in the annual DoD budget request.
