Full Funding for Selective Service System
Resolution No. 11-14


WHEREAS, the Congress has at various times considered legislation that would eliminate funding for the Selective Service System;

WHEREAS, while the threat to our national security was greatly altered by the demise of the Soviet Union and the Warsaw Pact, nationalism, religious and ethnic differences, nuclear proliferation, and economic disparities contribute to a world that has become more hostile and volatile; and

WHEREAS, while warning times may have increased, the capability to rapidly assemble a credibly large military force is necessary if the nation is to remain secure and a leader in a changing world; and

WHEREAS, the reduction of the Active and Reserve components of our Armed Forces, driven by budget pressures and changing priorities, reinforces the need to have a capability to reconstitute our forces in a timely and orderly fashion; and

WHEREAS, the current voluntary force of women and men would be inadequate to meet the requirements of a military emergency requiring full mobilization; and

WHEREAS, the assembly of a credibly large military force may require a military draft; and

WHEREAS, the Selective Service System is cost-effective;

NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress and the administration to fund Selective Service System registration as a cost-effective way of meeting national security needs and maintaining our leadership role in an uncertain world.
