WHEREAS, a significant shortage of junior officers has developed, particularly in the Army Reserve and Army National Guard;
WHEREAS, the Reserve Officers Training Corps (ROTC) is the preponderant source of commissioned officers for the Armed Forces of the United States, is a cost-effective source of commissioned officers; and
WHEREAS, the commissioning of officers through ROTC has not kept pace with the requirements for junior commissioned officers, particularly in the Army Reserve and Army National Guard; and
WHEREAS, insufficient numbers of college undergraduate students are being attracted to enroll in ROTC by the current levels of ROTC scholarships, stipends and textbook allowances; and
WHEREAS, Pell grants, federally-guaranteed student loans, and other forms of financial assistance have become increasingly more attractive to students than the current ROTC scholarships, stipends and textbook allowances, considering the after-graduation military obligations associated with ROTC;
NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urges Congress and Department of Defense to increase the numbers and amounts of Reserve Officers Training Corps scholarships, stipends, and textbook allowances in order to commission sufficient officers, as required, for all branches and components of the Armed Forces.
