WHEREAS, the House Armed Services Committee in its Fiscal Year 2008 report stated; “The committee understands that the reserve component has changed from a strategic reserve to an operational reserve, fully engaged in the global war on terror, and that reserve component members face challenges that are inherently different from their counterparts in the active component.”; WHEREAS, the need to respond to these changes requires a staff trained in Reserve Component matters but not all Family Readiness Centers provide this expertise; and WHEREAS, chapter five of the final report of the Commission on the National Guard and Reserves recognized that there are deficiencies in the support provided to RC members and their families and made four recommendations for improvement; and WHEREAS, Congress passed the Yellow Ribbon Reintegration Program expanding requirements and increasing responsibilities for supporting families without the corresponding staff increases and appropriations; NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States chartered by Congress, urge the Congress to provide appropriations for the Family Readiness staff and the development and sustainment of a dynamic family readiness program for the Guard and Reserve that will address all levels of their support to national defense: mobilization, operational and strategic.
