Procurement and Assignment of an Air Refueling Tanker

WHEREAS, the US Air Force bought 732 KC-135 Stratotankers between 1957 and 1965, of which 481 aircraft remain in service;

WHEREAS, the Air Force’s number one acquisition program remains new tankers to replace aged KC-135s that represent 80 percent of the Air Force’s refueling capability; and

WHEREAS, over 60 percent of the USAF tanker fleet are flown by the Reserve Component; and

WHEREAS, by supporting Homeland Security/Defense and Theater Support to Combat Air Forces and terrorism operation requirements, the need for a modern, state-of-art, cost effective and reliable air refueling tanker is critical to joint warfighting; and

WHEREAS, a newly developed tanker will provide all Combatant Commanders with greater operational flexibility, efficiency and performance; and

WHEREAS, it is imperative to mission maximization that replacement air refueling tanker aircraft be assigned to the Reserve Components to support worldwide refueling requirements;

NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States chartered by Congress, urge the Congress to fully support and fund without further delay procurement of a modern air refueling aircraft to replace the KC-135 fleet; and

BE IT FURTHER RESOLVED, that for the best operational use of this new air refueling tanker, it be assigned to active Air Force, Air National Guard, and Air Force Reserve wings.
