Relating to Procurement of the C-130 Avionics Modernization Program (AMP)
Resolution No. 11-04

WHEREAS, the C-130 fleet is an aging aircraft and the average age of the fleet will continue to grow into the foreseeable future;

WHEREAS, the Air Force’s number one C-130 acquisition program remains modernizing and upgrading the Air Force Reserve C-130s to common cockpit and ensure Communication, Navigation, Surveillance (CNS) / Air Traffic Management (ATM) compliance; and

WHEREAS, greater than 25 percent of the USAF C-130 fleet is assigned to the Air Force Reserve; and
WHEREAS, a key ingredient  to our National Security is C-130 AMP which will modernize the fleet to meet future CNS/ATM and Net Centric Operations (NCO) requirements; and

WHEREAS, the AMP modification provides the enhanced digital avionics and increased situational awareness for the warfighter over the legacy analog flight deck, AMP will dramatically increase information available to aircrews at a glance, simplify tasks and decrease workload; and
 
WHEREAS, AMP improves system reliability, maintainability which ensures higher mission readiness capability and mission completion rates; and
 
WHEREAS, implementation of the C-130 AMP common flight deck simplifies the training logistics requirements and operational employment for Total Force Integration.
 
NOW, THEREFORE  BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress of the United States to fully support and fund procurement of the Air Force Reserve C-130 Avionics Modernization Program.
