Ensure an Adequate National Defense Budget WHEREAS, since the end of the Cold War, demands on the Armed Forces have increased at the same time the size of the force has decreased; WHEREAS, the total National Defense investment has dropped from over 6 percent of the Gross Domestic Product ("GDP") to about 4.3 percent of GDP in Fiscal year 2008; and WHEREAS, the United States is at war with Terrorism, which has been called the “Long War” and the operational theater is expanding; and WHEREAS, we cannot continue to commit our military forces with other assignments around the world without funds needed for to carry out the mission they are assigned; and WHEREAS, the current equipment is being worn out and damaged because of the war and needs to be replaced; and WHEREAS, while 4 percent of the Gross Domestic Product is adequate during peace such spending levels fall far short during war. NOW, THERFORE BE IT RESOLVED that the Reserve Officers Association of the United States, chartered by Congress, urge the President and Congress to establish and maintain defense spending at no less than 5 percent of Gross Domestic Product during the Global War on Terrorism.
