Strategic Airlift Resolution No. 11-02
WHEREAS, military strength is ineffective without the capability to rapidly deploy sufficient forces, equipment, and supplies into and within a theater of operations; and
WHEREAS, sufficient strategic and tactical airlift capability decreases the requirement for overseas basing of forces and supplies and increases the effectiveness of deterrence; and
WHEREAS, the National Defense Authorization Act for Fiscal Year 2010 amended Section 8062 of title 10, United States Code to require the Air Force’s strategic airlift force structure to include 316 airlifters; and
WHEREAS, the Air National Guard must have aircraft that are relevant to support national military requirements, comparable to the regular Air Force configuration; and
WHEREAS, the Guard fly the oldest C-5 aircraft that are not currently scheduled to go through the Reliability Enhancement and Re-engining Program (RERP); and
WHEREAS, the Air National Guard has two paths forward to meet their goals when it comes to strategic airlift – either C-17s or C-5Ms.
WHEREAS, the C-17 has proven itself as invaluable in Operations Enduring Freedom, Iraqi Freedom, and New Dawn as a tactical airlifter with strategic range and is well suited to the Homeland Security and GWOT missions; and
WHEREAS, the C-5M is demonstrating excellent operational performance while attaining the reliability, maintainability, and operational cost reductions envisioned for the Reliability Enhancement and Re-engining Program; and
WHEREAS, C-5A aircraft assigned to the Air National Guard require modernization concurrent with the active duty C-5 fleet to meet future requirements and achieve a common fleet configuration consistent with total force imperatives;
NOW, THEREFORE, BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the Congress to review and identify the proper mix of strategic airlift that may include further procurement of additional C-17 Globemaster III aircraft and C-5A Galaxy upgrades as required to meet national requirements to ensure an adequate airlift force.
