Resolution No. 09-05 Project on National Security Reform
WHEREAS, the Congress in the National Defense Authorization Act for Fiscal Year 2009 required a study of the national security interagency system by an independent, non-partisan organization which resulted in the project on National Security Reform; WHEREAS, over the course of the study, the Project determined that the legacy structures and processes of our national security system are now more than 60 years old and are inadequate to help American leaders to formulate coherent national strategy; and
WHEREAS, the Project identified a series of systemic problems and determined that true national security reform demands a new way of thinking and doing business; and
WHEREAS, the Project crafted a comprehensive report that involved an integrated set of seven broad themes and 38 specific recommendations;
NOW, THEREFORE BE IT RESOLVED, that the Reserve Officers Association of the United States, chartered by Congress, urge the President and the Congress to consider promptly and thoroughly the recommendations of the Project on National Security Reform and quickly implement those measures which will address the Nation’s security needs for the 21st Century.
