EDUCATION UPDATES:
DEF, FRPI To Host Afghan Police Reform Webcast
In conjunction with the Foreign Policy Research Institute (FPRI) and the Royal United Services Institute (RUSI), ROA's Defense Education Forum will host a live webcast at ROA Minuteman Memorial Building Sept. 17 from 2 to 3:30 p.m., discussing the issues maintaining law, order, and the sustainable defense in Afghanistan. While significant strides have been made since 2001, the Afghan National Police (ANP) have been unable to implement and maintain the kind of lasting reform that will allow them to effectively defend the institutions of democracy and civility that will undoubtedly remain under fire in the months and years post-conflict.

Partnership for a Secure America Bipartisan Statement
As part of DEF's continuing Climate Change & Energy Series with Partnership for a Secure America (PSA) and the Center for Naval Analysis (CNA), ROA will host the public release of PSA's bipartisan statement calling for a "unified American strategy" to address the national security implications of an inadequate climate & energy policy at the Minuteman Memorial Building Sept. 8 at 11 a.m. Sen. Joseph Lieberman is scheduled to speak at this event.

SERVICEMEMBER LAW CENTER UPDATE:
ROA Proposes Seven Specific SCRA Amendments
In 2003, Congress enacted the Servicemembers Civil Relief Act (SCRA), a long-overdue update of the Soldiers’ and Sailors’ Civil Relief Act (SSCRA), which can be traced back to 1917. The 2003 law made some major improvements, but weaknesses and loopholes continue to become apparent. One of ROA’s top ten priorities is “Improve the Servicemembers Civil Relief Act.” Law Review 0947, added to our Web site yesterday, proposes seven specific SCRA amendments.

ROA Seeks New Executive Director and Western Regional Member Services Director
The Congressionally-chartered Reserve Officers Association (ROA) headquartered in Washington, D.C., is seeking applications for the full-time position of Executive Director. The executive director heads the national staff, manages a $6 million budget, serves the membership of approximately 68,000 officers, serves as chief legislative spokesperson, interacting with Congress and the Executive Branch, and serves as the Association’s chief administrative officer. Candidates must demonstrate and effectively communicate an understanding of the issues concerning the Total Force and National Security. The candidate must hold a federal commission in a uniformed component. The position has an excellent compensation and benefits package with a multi-year contract. ROA is an Equal Opportunity Employer. An Executive Director Search Committee has been formed to assist in this process.

Western Regional Member Services Director reports to Deputy Director of Member Services, oversees the execution of the ROA Strategic Member Services Plan within their geographic area, provides assistance and guidance to ROA Departments and Chapters in their local membership development programs, and recruits and/or renews ROA members within his/her geographic area in order that the minimum membership quota is consistently exceeded each month.

National Security Report


MILITARY HISTORY:
Sept. 1, 1939 - Maj. Gen. George C. Marshall becomes Chief of Staff of the United States Army. In 1919, he became an aide-de-camp to General John J. Pershing, the founder of the Reserve Officers Association. Once noted as the "organizer of victory" for his leadership of the Allied victory in World War II, General Marshall served as the Army Chief of Staff during the war and as the chief military adviser to President Franklin D. Roosevelt. He was awarded the Nobel Peace Prize in 1953.
