LEGISLATION AND MILITARY POLICY UPDATES: House Passes Defense Appropriations Act Before leaving for August break, the House passed H.R. 3326, the Department of Defense Appropriations Act 2010. The bill would fund the Department of Defense for the 2010 fiscal year, which begins October 1. The Senate has yet to pass its version of the Defense appropriations bill which it will take up when it returns in September. The two bills will go to conference where House and Senate leadership will determine provisions in the final bill; if the conference report is approved by both Chambers of Congress, it will then be sent for the President's signature.

FY10 House Appropriations Bill To Include Only 3 C-17s $674 million for only three C-17 aircraft was included in the House Defense Appropriations Act. ROA maintains a resolution to further fund the C-17. Contact your elected officials today to fund more.

Health Care Legislation Concerns TRICARE Beneficiaries ROA has been receiving a lot of calls and e-mails with concerns from retired ROA members that the proposed National Health care plan will deny them TRICARE or TRICARE For Life coverage in the new health bill (H.R. 3200). To address this issue, ROA sent a letter to every member of Congress emphasizing “the unique identity and role of the military TRICARE and VA health delivery systems including their non-taxable status are preserved under any national health plan that Congress may develop.”

EDUCATION UPDATE: DEF To Host Forum on Climate Control & Energy ROA Defense Education Forum's "Major National Security Challenges: Climate Control & Energy" program will take place at the American Legion Headquarters in Richmond, Va., on Aug. 12, from 3-4:30 p.m. The forum will address the impact of climate change and energy use in national security.

TAPS: ROA Mourns Loss of Former ROAL President ROA is saddened to announce the passing of Mrs. Betty D. Hammer, who served as ROAL president in 2004-2005. Mrs. Hammer was instrumental in promoting the aims of the Reserve Officers Association League, and in disseminating information on National Security to other people in the community. ROA Seeks New Executive Director ROA is seeking applications for the full-time position of Executive Director. The executive director heads the national staff, manages a $6 million budget, serves the membership of approximately 68,000 officers, serves as chief legislative spokesperson, interacting with Congress and the Executive Branch, and serves as the Association’s chief administrative officer. An Executive Director Search Committee has been formed to assist in this process.

MILITARY HISTORY: Aug. 3, 1790 - The Coast Guard celebrates its 219 years of service. On that date, Congress, led by Secretary of the Treasury Alexander Hamilton, authorized the building of a fleet of ten cutters, whose responsibility would be enforcement of the first tariff laws enacted by Congress under the Constitution.
