LEGISLATION AND MILITARY POLICY UPDATES: Senate Passes NDAA, Final Vote Expected This Week In a surprise move, the Senate passed their version of the National Defense Authorization Act (S. 1390), July 23, by a vote of 87 to 7. The NDAA is now in conference where House and Senate leaders will determine what will be in the final bill.

The Senate passed the Military and Overseas Voter Empowerment Act, as known as MOVE, (S.AMDT.1764) by voice vote as an amendment to the NDAA.

Early Retirement: ROA President Quoted in Senate Release In a victory for ROA's legislative agenda, the Senate included language to backdate Reserve Early Retirement to 2001 in an NDAA amendment by Sen. John Kerry (D-Mass.). ROA National President RADM Paul Kayye was quoted in Sen. Kerry's press release on the amendment saying, “The Reserve Officers Association is pleased with the Senate’s inclusion of Senator Kerry’s amendment to correct the early retirement statute in its version of the National Defense Authorization Bill. It is only fair to move back the eligibility date to include all who have served since 9/11 in support of overseas contingency operations.”

ROA Letter on Helicopter Funding Read on Senate floor ROA Minuteman of the Year for 2008, Sen. Joseph Lieberman (I-Conn.), read a letter from ROA on the Senate floor during debate of the NDAA that helped the Senate unanimously adopt an amendment to fund USMC and AF Special Operations helicopters versus an alternate engine for the F-35. His Military Legislative Assistant called ROA's support crucial to the victory for our Marines and Air Force Special Operators.

Life Member Appointed to Ambassadorial Rank ROA Life member LCDR Bonnie Jenkins, received a Presidential-appointed and Senate-confirmed post in the Department of State as the Coordinator for Threat Reduction programs in the Bureau of International Security and Nonproliferation (ISN/TR). Ambassador Jenkins is a member of ROA's Brooklyn Chapter.

ROA Seeks New Executive Director ROA is seeking applications for the full-time position of Executive Director. The executive director heads the national staff, manages a $6 million budget, serves the membership of approximately 68,000 officers, serves as chief legislative spokesperson, interacting with Congress and the Executive Branch, and serves as the Association’s chief administrative officer. An Executive Director Search Committee has been formed to assist in this process.

ANNOUNCEMENTS: IAVA Announces Launching of GI Bill Web Site Iraq and Afghanistan Veterans of America (IAVA) announced the launch of an outreach campaign for their new GI Bill web Site. The Web site provides resources to veterans who want to use the Post-9/11 GI Bill, which will become effective Aug. 1.
