LEGISLATION AND MILITARY POLICY UPDATES: House Passes NDAA The House passed its version of the National Defense Authorization Act (NDAA), and the Senate Armed Services Committee completed its markup on the Senate's version. The Senate is expected to debate and vote on its NDAA in July. The bill will then go into conference in August and September. ROA will continue to study the two bills, and provide updates regarding these issues.

Two of Three TRICARE Contractors To Be Replaced The Department of Defense (DoD) announced on July 13 the selection of new TRICARE Managed Care Support (MCS) contractors for the North and South TRICARE regions, the third generation (T-3) of TRICARE managed care support contracts. The TRICARE West region retains its current contractor, TriWest Healthcare Alliance Corp.

EDUCATION UPDATES: Defense Education Forum Panelists Discuss Modernization, Emerging Missions Defense Education Forum panelists gathered at the Reserve Officers Association headquarters June 22 to discuss the Air Force Reserve's role in modernization and emerging missions.

Former Commander Calls for Major Change at NATO Army Gen. Bantz J. Craddock, who served as NATO's supreme allied commander for Europe and commander of U.S. European Command, spoke to the Reserve Officers Association as part of a presentation by the Heritage Foundation titled "NATO and Afghanistan: Equitable Burden Sharing" July 9. General Craddock called for major changes in the way the alliance works, to require political leaders to provide the resources to carry out the missions they order. He suggested including the development of shared resources and the expansion of the NATO mission to include non-military, nation-building activities as ways the alliance could help members become more active.

FUNDRAISING UPDATE: ROA Launches Sustaining Member Program At the National Convention, Immediate Past President COL D. Ladd Pattillo, USAR (Ret.), announced the new annual fundraising campaign -- the Sustaining Member Program. Over $10,000 was raised during the convention. Members can become sustaining members in various categories of donation from $50 to $500 annually. Contact J. Richard Thralls, Director of Resource Development, to become a sustaining member today.
