The Heritage Foundation and ROA will host a luncheon discussion with Dr. David Kilcullen to discuss his new book, The Accidental Guerilla: Fighting Small Wars in the Midst of a Big One at Rayburn House in Room B-340 on Friday, May 1, from 12 p.m. to 1 p.m.

Russian Defense Policy and Nuclear Weapons: Opportunity or Disaster?
Recent events have again highlighted the enormous role that nuclear weapons will play in the relations between the United States and Russia. Does today's environment create an opportunity to advance nonproliferation of nuclear weapons, or will the role of nuclear weapons be central to the foreign defense policy of Russia? Please join ROA May 5 from 2-4 p.m. at the Air Force Association Building at 1500 Lee Highway, 4th floor, for what promises to be a thoughtful and lively discussion of the options which will be led by three outstanding faculty members who have devoted years of study to Russia and nuclear weapons issues but who may reach decidedly different conclusions.

ROA Delivers Healthcare Report
The Defense Education Forum (DEF) hosted several Health care programs since 2007, and has delivered a Health care Report, highlighting the major issues and gaps in Total Force Care. The report focuses on the eligibility for healthcare and availability of healthcare access and delivery; and relating to transition, Traumatic Brain Injury (TBI) and Post Traumatic Stress Disorder (PTSD), how Department of Defense (DoD)/Veterans Affairs (VA) and the Services are reacting, and the hope provided by new forms of treatment.

LEGISLATION AND MILITARY POLICY UPDATES:
ROA Cautions Use of Reservists for Non-Military Roles in Afghanistan
ROA is concerned with Defense Secretary Robert M. Gates and Secretary of State Hillary Rodham Clinton's discussion the week of April 23 on the possibility of using Reservists from needed civilian fields for volunteer non-military jobs supporting U.S. programs in Afghanistan.

Department Winners of Richardson Membership Retention Award Announced
The Department winners of the Brig Gen John W. Richardson, USAF, Member Retention Award are:
Category 'A' - Departments larger than 2,000 members - Department of Florida - 73%
Category 'B' - Departments between 1,000-1,999 members - Department of Massachusetts - 80%
Category 'C' - Departments less than 999 members - Department of New Hampshire - 84%
 
The criteria for this award is predicated on the winning Departments having the highest Term Member Retention rate, within their category bracket, for the ROA Fiscal Year ending March 31, 2009. They must also have a Term Member Retention rate equal to, or greater than, the ROA National Term Member rate for the Fiscal Year (FY) 2008-2009, which was 68%.

SECDEF names SOCOM as Joint Proponent for Civil Affairs
As joint proponent, Special Operations Command (SOCOM) will be assigned coordinating authority to lead the collaborative development and integration of a joint capability with specific responsibilities designated by the Secretary of Defense.

NEX Rewards Students With Its A-OK Student Reward Program

The Navy Exchange wants to help its customers pay for their children’s college education through its A-OK Student Reward Program. The next drawing will be held at the end of May 2009.
To enter the drawing, stop by any NEX with a current report card and fill out an entry card and obtain an A-OK ID, which entitles the student to discount coupons for NEX products and services. 
The Navy Exchange Service Command (NEXCOM) has been offering students a chance to win a savings bond through its A-OK Student Reward Program since 1998. Since the program began, NEXCOM has awarded $460,000 in savings bonds to 152 students with the help of its generous vendor partners.
