112th Congress Starts Today Occurring today are the swearing-ins for new congressional members. With the new Congress beginning all pending legislation of the past two years will expire and anything not achieved will have to be reintroduced. NDAA Passed Before Congress left for Christmas it passed the National Defense Authorization Act (NDAA). The bill comes to $725 billion for defense programs including $158.7 billion for overseas contingency operations. It provides a 1.4% pay raise for troops and a guarantee for TRICARE for dependants up to age 26. NDAA Highlights for Reservists 1) Permanent authority for Army and USAF to hire non-dual status technicians (ARTs) to fill vacancies of deployed ARTs. 2) Authorizes RC members to carry over accumulated leave earned while mobilized instead of forcing them to use it or sell it back to the government.
White House Orders Defense Cuts The White House has ordered the DoD to cut $90 B from its budget over the next 5 years, beginning with $12 billion in FY12. Later this week Defense Secretary Gates is expected to brief lawmakers and announce cuts such as the Marine Corps Expeditionary Fighting Vehicle. Other reports suggest DoD may delay submitting a budget until as late as April or May, but the White House still plans to release its budget in February.
