 Seaman Darnell Talbert, a Coast Guard Reservist from Detroit, Mich., fires during the Practical Riot Shotgun Course. Talbert is a part of the Coast Guard's first Maritime Enforcement Specialist (MES) class in Charleston, S.C. ROA helps set Military Coalition Agenda ROA has been working this month to update the legislative goals of The Military Coalition (TMC) by submitting new agenda items in the areas of health care and Guard and Reserve issues. These goals become the basis for TMC testimony before Congress in 2011.
Military Voting Updates Some results are in regarding the Federal Voting Assistance Program (FVAP). Overall, far more ballots were sent out in a timely manner and 31 states now have online delivery as compared to only eight in 2008. FVAP is conducting surveys to include spouses, and state and local election officials. FVAP incorporates integration of state systems, online chat and online registration. The Uniformed Law Commission spoke about their work with states to standardize their laws. |

ROA Pushes for Modification in JPME To push progress in CNGR Recommendations 13 and 84, ROA is working to have Title 10 amended to provide distance learning attendees of senior service schools with the same recognition given residence attendees. In coordination with Hill staff and Joint Staff, ROA prepared a white paper to change the legislation and increase the number of sites at which the JFSC program is offered.
