CNGR Report A Giant Step
The Commission on the National Guard and Reserves recommends sweeping reforms in its final report to Congress and the Department of Defense.
Subtitled "Transforming the National Guard and Reserves into a 21st Century Operational Force," the 448-page document culminates two years of work by the 12-person commission created by the National Defense Authorization Act for Fiscal Year 2005. The Commission's research involved 17 days of public hearings, 115 witness, 52 meetings, more than 850 interviews….

ROA’s “Second Look” at the Report of the
Commission on National Guard and Reserves

Leaders of the Reserve Officers Association have now had a few weeks to review the Commission’s report in greater detail.  There are still many specifics that will require significant study, but we can re-affirm our earlier position that the Commission got most of the big issues right.

CNGR Commissioners Conduct Forum at ROA’s Mid-Winter Conference
Four members of the Commission on the National Guard and Reserve participated in a forum on the Commission’s recently released report at ROA’s Mid-Winter Conference in the Washington Hilton today.

Commission Chairman Arnold L. Punaro was joined by commissioners James E. Sherrard III, Donald L. Stockton, and Patricia L. Lewis at the forum. All the panelists stressed that the report and the Commission’s recommendations are a starting point for change in obtaining a more viable national security infrastructure. Now, the recommendations must become reality through policy and lawmakers. Chairman Punaro closed the session with this exhortation: “I hope ROA will keep pressure on the bureaucrats.”

CNGR TAKES IMPORTANT STEP

A statement by the President and the Executive Director of ROA
ROA was extremely pleased with much of what we saw and heard on January 31 from the Commission on the National Guard and Reserves.  We have participated in this process since its inception over two years ago, and are gratified to see many of our ideas and recommendations reflected in the report.

Commission Recommendation To Grant Governors Greater Authority Receives Scrutiny
Although the recommendation made by the Commission on the National Guard and Reserve to afford governors greater authority over when and where to deploy National Guard forces, it has not been unanimously received. Pentagon officials maintain it and even the National Governors Association (NGA) is unsure of whether or not to support the move.

Department Of Defense Officials Defend Actions, Call Commission Report "Fundamentally Flawed"
Pentagon officials responded to the release of the final report of the Commission on the National Guard and Reserves by characterizing it as  "fundamentally flawed" and claiming that in many circumstances only echoed "actions already well underway within the Department of Defense."
